To better understand the needs of participants in the workplace, we invite your response to this issues paper. In preparing a submission it would assist if you could address any or all of the following questions.

1. What do you see as the major obstacles in achieving a cooperative model of workplace relations? What do you think could be done to overcome these obstacles?

2. Do you agree State and territory governments should have a role to play in their jurisdiction under a national scheme governing workplace relations for employees and employers? If so, what should be the extent of their role?

3. Do you agree the federal government should have a role to play in governing workplace relations? If so, what should be the extent of its role?

4. What is your view of the five principles put forward to underpin a cooperative model for workplace relations?

5. Are there other principles you would like to see included? If so what are they and why do you feel it is important to include them?

6. What is your view of the models outlined for a cooperative scheme of workplace relations? How well do they reflect the five proposed principles?

7. Do you have a preference for one particular model? If so, which model and why do you prefer it to the others?

8. Do you have an alternative model that has not been canvassed? If so, how do you see it working? Why would your model work better than those in this paper?
